Notes on Piketty’s Book – Introduction

The first chapter of Piketty’s book stresses the importance of bringing inequality back to the heart of economics. Taking a quick trip through the history of capitalism, inequality is shown to be a central feature of capitalism since its dawn. Economics was born at the same time as capitalism (or from the same mother). In its early days, the Classical Political Economy saga, distribution was one of the key questions. Malthus, in 1798, predicted there would be overpopulation; “it is impossible to understand Malthus’s exaggeratedly somber predictions without recognizing the way fear gripped much of the European elite in the 1790s”. Ricardo, in the early nineteenth century, based on the idea that the scarcity of land would inevitably on the long run cause landowners to increase steadily their share of output and income, shared with Malthus the view of an apocalyptic future for capitalism. For Marx, the third prophet of doom, not landowners, but industrial capitalists, would accumulate steadily capital and capitalism eventually would succumb to its illness.

One important lesson from these three examples is that regardless of the failure of their predictions, they were asking the right questions. Economists are often worried about errors type I and type II, but seem unaware of error type III, i.e., providing the correct answer for the wrong question. Piketty is quite critical about the state of affairs of economics, which “should never have sought to divorce itself from the other social sciences and can advance only in conjunction with them”. I shall argue, the prevalence of method over substance inevitably leads to error type III. When “how” comes first and “what” is secondary, we’re necessarily  building an edifice of mathematics over a swamp.  

“To put it bluntly, the discipline of economics has yet to get over its childish passion for mathematics and for purely theoretical and often highly ideological speculation, at the expense of historical research and collaboration with the other social sciences”.

A Solução de Sempre

Ao se depararem com o problema da violência brasileira, os políticos parecem apenas conhecer uma solução: aumentar as penas e criar novos tipos de crimes. A mídia e a sociedade em geral justificam essa postura, sempre exigindo o endurecimento penal. É uma bola de neve, que só tende a aumentar no período eleitoral.

Atualmente está em tramitação o Projeto de Lei 4.893/12 que visa, como não podia deixar de ser, endurecer as penas para diminuir nossos problemas criminais. Nos dizeres de nossos legisladores, na justificativa do PL,  precisamos de uma “efetiva resposta do Direito Penal ao combate à criminalidade”. É a mesma ladainha que ouvimos todos os dias nos telejornais policialescos dos “cidadãos de bem”, nas rádios populares e, de modo mais brando, na mídia elitizada em geral. 

Não por outro motivo nossa população carcerária é a 3ª maior do planeta, com inacreditáveis 715,6 mil presos, sendo que há 373.991 mandados de prisão em aberto (http://www.conjur.com.br/2014-jun-05/brasil-maior-populacao-carceraria-mundo-segundo-estudo). Ou seja, há quase 400 mil sujeitos condenados que já praticaram o delito criado pelo legislador e já foram devidamente punidos pelo juiz, mas não estão presos. E ai, diante dos números alarmantes de violência, qual a solução dos nossos deputados? Criar mais crimes, que no fundo será criar mais foragidos. 

Como se não bastasse, segundo o jornal Folha de São Paulo (http://www1.folha.uol.com.br/cotidiano/2014/06/1474720-policia-civil-so-investiga-1-a-cada-10-roubos-em-sp.shtml), no Estado paulista, de 2004 a 2013, somente 9,3% dos boletins de ocorrências se transformaram em inquéritos policiais, isto é, foram investigados de fato pela polícia. O resto, 91,7% das notícias de crimes formalizadas pelas vítimas, foram desprezadas pela Polícia Investigativa. E qual a solução que temos para o aumento da criminalidade? Criar mais crimes, que no fundo será criar mais notícias de crimes. 

Há três séculos o grande penalista Cesare Beccaria já chamava a atenção para uma simples e óbvia constatação, de que quanto mais crimes forem criados, mais crimes existirão. E, afora a simples e genial constatação, isso também ocorre por outro motivo em nosso país: O sistema carcerário tortura diariamente centenas de milhares de presos, que um dia voltarão paras as ruas. E, em geral, essas centenas de milhares de presos não agirão como cidadãos, pelo simples motivo de que não foram tratados como cidadãos. E qual a solução para o aumento da criminalidade? Criar mais crimes, que no fundo será criar mais reincidentes.

Assim, enquanto prevalecer apenas o discurso penalista e endurecedor para solução dos nossos problemas de violência, só estaremos criando mais criminosos, que serão menos investigados e, caso sejam presos, voltarão a praticar ainda mais crimes.

Novas políticas

      Não dá pra acreditar numa democracia completa ou numa novíssima política... no final, são os mesmos grupos que dominam os partidos e o estado, então uma mudança é importante para evitar um aparelhamento completo por apenas um grupo, como o pt vem fazendo em amplas áreas do governo federal. Esse aparelhamento contaminou de vez a administração do governo e impregnou todas as instâncias com uma ideologia cega, que acabou enfraquecendo as instituições e respingando na economia.

Mas o PT tem que  parar com a mania de demonizar seus antigos aliados. O Campos é uma figura que saiu pela porta da frente do PT. A marina principalmente entrou e saiu em todos os partidos pela porta da frente. O pt ao contrário se juntou a inúmeros aliados pela porta dos fundos, de modo que o fisiologismo é tão grande que nem estão mais escondendo os encontros com os maluffs, collors, etc.

É engraçado como esse partido, mesmo ao se juntar ao que existe de mais vil na política e atacar seus antigos aliados, consegue bradar um discurso ideológico para o povão. Por incrível que pareça, é o auge do fisiologismo.


A marina pode ser romântica demais, mas é a única que tentou fazer alguma coisa nos últimos anos. Tentou criar um partido e não conseguiu, possivelmente com a ajuda do pt. Entrou e saiu dos partidos pelas portas da frentes, às claras, sem procurar insistir em negociatas para aumentar o poder.


Acho que o Aécio mostrou grande esperteza no ano passado. Conseguiu se firmar como o principal nome da oposição no momento certo. Logo depois das manifestações, quando o desponcontentamento estava no ápice, passou a atacar o governo e passou a ser visto como o maior crítico ao PT. Mas acho que o Campos ainda tem chance, pois muita gente por aí não quer mais pt, mas também não quer votar no psdb.

A day with Amitava Dutt

Actually, last week we had two days of Dutt, the best academic experience I’ve ever had.

Talking to Dutt was a confirmation of an old dream: to go abroad for my Ph.D.

Not that we don’t have excellent professors in Brazil, we do! Gilberto de Assis Libânio, Dutt’s host during his journey through UFMG, is a brilliant professor as well, and I’m quite glad to study Macroeconomics with him. However, he also took his Ph. D. abroad, at Notre Dame, which partially explains his broad vision of economics.

Back to Dutt, the most remarkable feature of his personality is that he is definitely not radical. In economics we are very much used to extreme reasoning, there are several schools of thought fighting over semantics. Had we learned “The tower of Babel” moral, much of the disasters we see in our society could have been avoided. Rather than working together, however, economists preferred fighting for hegemony within the profession. Take mathematical models, for instance. Instead of debating which models work under specific contexts, we engaged in a hopeless competition, as if some particular model could answer everything everywhere. I wish I could say economics is playing a zero sum game, but I think it’s a negative one.

Dutt’s open minded vision of our science reminded me the most important lesson my father has taught me, Aristotle’s Golden Mean. My dad behaves like a Greek philosopher in many ways, even though his Ph. D. was in a different field within philosophy. If economists took Aristotle seriously, the current debate about pluralism in economics would be redundant. Unfortunately, nevertheless, we focus so much in mathematics we can barely dialogue with other fields of science. The trade-off of being a brilliant mathematician is the lack of a critical view. An obsessed mathematician might not even notice the homeless family living nearby his house due to the fact that every time he walks by them he is trying to solve one of the millennium prize problems.

I have no problem with mathematics; it has always been my favorite subject, actually. However, thanks to my father and the great professors I had during my undergrad at UFMG such as Hugo da Gama Cerqueira , João Antônio de Paula, Eduardo da Motta Albuquerque and Marcelo Magalhães Godoy, it has become clear that sticking to a particular interpretation of the world isn’t going to change our dismal science, not to say our society, which should be our goal.
Some students choose economics to earn a fat check working at the stock market or the like. But I still believe (you can call me naive) that most students engage in economics in order to grasp a better understanding of our society, and, in the limit, change the world (or at least to help the homeless family living nearby you).



Dutt’s lesson, put it short, is that optimization might be helpful to understand specific issues and we shouldn’t doom mainstream economics. The blind belief of standard economics as a method that can solve any problem, on the other hand, is jeopardizing to the future of economics, and, more importantly, of our society.
